  • 4 quarts water
  • 1 tbsp kosher salt
  • 2 (5 oz) cans solid white tuna in olive oil, lightly drained
  • 3 tbsp olive oil
  • 5 garlic cloves, thinly sliced
  • 1/2 tsp red pepper flakes
  • 3 tbsp fresh lemon juice
  • 1 tsp lemon zest
  • 1/3 cup grated parmesan
  • 1/4 cup chopped fresh parsley
  • 2 tbsp capers, drained
  • Up to 3/4 tsp sea salt, divided
  • 1/2 tsp black pepper, divided
